I would take your commentary on evaluating acceptable risk a tad further by proposing a more palpable approach to the hazard.
People have a right to not have to deal with drug addiction, to expect our parks and beaches to be free of all concerns that addicts unload on those of us who choose to live life without the need. Especially in the Okanagan, Similkameen and Shuswap, areas that rely heavily on tourism.
