In April, the regional district board gave first three readings to a bylaw to authorize the purchase.

Then, on July 15, the deadline for electoral response passed, with no responses received. There are 1,663 eligible electors in the affected area, meaning 166 responses opposed to the borrowing would have been needed under the alternative approval process.

The bylaw had passed first three readings in late April and received the approval of the inspector of municipalities in May. With the result of the alternative approval process, the bylaw could be adopted.
