Public can now have say on controversial housing proposal near Naramata Bench

The city of Penticton is now ready for community feedback on the scaled-down development proposal for 1050 Spiller Road above Naramata Bench.

Open houses and online information sessions are set for June for the development that proposes to bring 112 single-family lots to the 51-acre property. The plans submitted propose lots varying from 0.5 acre to 1.5 acres in size.

Residents have several opportunities to learn more, ask questions and share their feedback starting Tuesday, May 31, according to a city press release.

“This engagement program is our first opportunity to formally discuss the proposal with the community,” said Penticton Mayor John Vassilaki. “As this is a new and different proposal from the previous application, we hope the community will take advantage of the opportunities to learn about what has changed and ask questions before forming an opinion and sharing their feedback.”

At their meeting on May 17, council directed staff to ready the process to gather feedback prior to considering bylaws that would amend the OCP future land use designations and zoning for the property.

Canadian Horizons is hoping this scaled-down development on the Naramata Bench will be better received by council and the public.

The developer’s 2021 proposal, which would have brought in more than 300 homes to Spiller Road, brought waves of public protest and backlash from the Penticton Indian Band and other members of the community.

Farmers in their tractors took down Main Street to City Hall to protest the proposal.

Eventually, it was voted unanimously down by council in February 2021.

Now, the city has a new website on shapeyourcitypenticton.ca for this proposal. On the website, interested citizens will find copies of the council report and the development proposal, featuring a preliminary site layout, new OCP and zoning maps, conceptual development renderings and an updated environmental report. Feedback forms for residents as well as non-residents are also available on the website along with a discussion forum and Q&A tool.

Citizens interested in learning more and discussing the proposal with staff and other participants have four events to choose from:

Attend an online info session on June 9 or 23 between 6:30 p.m. and 8 p.m.. Go to shapeyourcitypenticton.ca to sign up and receive the link.

Drop by an in-person Open House between 10 a.m. and 12 p.m. on June 18 outside at Uplands Elementary or on June 25 at the Penticton Seniors’ Drop-in Centre.

Paper copies of feedback forms are also available at the Penticton Public Library through to July 3 when the engagement period closes.
