Summerland looks to borrow more than $6M for Giants Head Road upgrades

The project could cost residents approximately $73.15 per year

The District of Summerland intends to borrow up to about $6 million for upgrades to the Giants Head Road upgrades project, which will be repaid over less than 25 years.

Council wants to adopt Loan Authorization Bylaw No. 2022-005 for the project which includes roadway construction, construction of pathway/shoulder bike lanes, drainage improvements, water main replacement and water system separation infrastructure along Giants Head Road, from Harris Road to Gartrell Road and pulverized paving of Giants Head Road from Gartrell Road to Hillborn Street.

The district is looking to borrow $6,464,500 for the project which will cost residents approximately $73.15 per year.

There is an estimated cost of $3,181,86 for roadway construction, pathway/shoulder bike lanes and drainage improvements, which would be recovered through a property tax rate increase.

The estimated cost of water main replacement and water system separation is $3,282,640 and is to be recovered through a water rate increase.

Should the full $6,464,500 not be utilized for the project, the estimated cost to taxpayers could decrease.

This loan authorization is available to the public at Summerland’s Municipal Hall during regular office hours.

The alternative approval process is open to all qualified electors in the District of Summerland. All elector response forms must be received by the corporate officer on or before 4 p.m. Tuesday, April 19. Forms may be submitted in person or by mail to 13230 Henry Avenue, Summerland, B.C., V0H 1Z0, by email to kkinsley@summerland.ca, or by fax at 250-494-1415.

By signing an Elector Response Form, it indicates you are opposed to the borrowing, if you are not opposed you do not need to fill out the form. Elector Response Forms are available at municipal hall beginning March 10, or on the district’s website.

Council may proceed with the adoption of the loan authorization if it does not receive the forms signed by at least 10 per cent of the electors, if it receives more than this percentage the process would go to a referendum. A total of 986 elector response forms must be received by the deadline to prevent council from proceeding with the borrowing without first conducting a referendum.
