There would appear to be a definite way to solve the problem for the councillors

There would appear to be a definite way to solve the problem for the councillors who are opposed to the bylaw involving sleeping/sitting in town.

I’m sure the city has a few spare benches that could be placed in front of the homes of those councillors who are opposed to the bylaw. This would alleviate the downtown problem and give the opposing councillors a chance to converse with their neighbours.
